Acl type to decide if to anon observation or not

CI should be able to add/administer group to have non-anon rights for that club, ie instructors in club

In anon loop, if user id eq current user, do not anon

Could it be an idea to add a nanon (n) type of acl action? This would ease the process and all previous owners can have nanon rights. Additionally, say a closed with SU having x - SU could give nanon rights to individuals, roles or groups.
