Dear Dr. Pienaar:

Thank you for the submission of your U24 application to the NIBIB Resources for Technology Dissemination U24 Grant Program. We have carefully examined your application, and we note that your application is focused on commercialization. This is not responsive to the funding opportunity announcement (FOA), which states in Section I. Funding Opportunity Description that, “Projects proposing activities directed toward commercialization are not responsive to this FOA.”

Therefore, the application will be withdrawn from the peer review process and it will not go forward for NIBIB funding consideration, as it is non-compliant with the FOA.

We encourage you to reach out to us in advance of developing your application to discuss relevance to the NIBIB mission and to the FOA you are considering. We wish you the best in your research endeavors.

Dear Dr Wang --

As a follow up to my earlier email, I was able to find the letter explaining the withdrawal.

I subsequently spoke with Dr Qi Duan in regards to the stated reason, 'we note that your application is focused on commercialization. This is not responsive to the funding opportunity announcement (FOA), which states in Section I. Funding Opportunity Description that, “Projects proposing activities directed toward commercialization are not responsive to this FOA.” '

I was hoping that I might have a chance to talk with you directly about this, largely because my project is decidedly not focused on commercialization.

The solution proposed fundamentally leverages opensource to create a completely non-commercial solution for technology dissemination. While I do have technology commercial partners, these are contributing in a completely open and non-commercial manner to create a non-commercial opensource solution.

The partnership with these collaborators was intended to demonstrate the high probability of success for this endeavor, had it been reviewed and possibly funded.

Would it be possible for you and me to have a chat/discussion? I'd like very much to understand where in the proposal the misunderstanding might have occurred and perhaps discuss viable opportunities going forward.
