pacs_pull with dcmjs #90

Doesn't need a php client to query the pacs as we can now run DCMTK in JS!

We should use polymer. It should be a CTKJS element. We should be able to instantiate it by command line. (will be created like that in Ultron)

All the networking functionnalities from dcmtk not available in dcmjs
