While the presence of the 000 does not appear to actually be causing problems in FOLIO, it disappears from the SRS record if the record is edited and re-saved in QM.
Pymarc -- and seemingly some other ILSs consider the "000" as a regular MARC field with no special characteristics or length restrictions. This is why our tools don't flag it.
MARCEdit's record structure validation tool interprets the "000" as a Leader field with an invalid length.
FOLIO's MARC cataloguing tools consider the "000" an invalid MARC field and removes it on import/QM saving.
FOLIO's OAI PMH harvest simply omits the 000, so it shouldn't hurt any discovery catalog builds using OAI-PMH.
