Monitoring - make sure all video boxes/laptops have _exactly_ the same system time #90

We just need to make sure they have exactly the same gravity exposure. Easy.

Alternative answer: I am not the one pretending to have zeptosecond precision in my instrumentation ;)

For reference: simply running ntpd as we were this year seems to have provided < 2 second desync between cam/slides in most rooms. The desyncs in recordings we're seeing so far is mostly human error (wrong calculation of time offsets). (Which is odd - because last year, we had a single laptop handling both encoders and desync was larger! Apparently the hardware has initialization time which is affected by USB crowdedness? And since we have the exact same amount of USB devices on each box... they all had nearly equal init times.)

We now have chrony auto-installed on all nodes. We need to enable monitoring and alerting of this via the node_exporter.
