Detect little time between talks for same speaker "near overlap" #44

if a speaker is scheduled on two places at the same time, pretalx generates a warning. We should add a buffer to that (at least for detection), because you don't get from UB to K quickly.

This has now been added, with a boundary of 30 minutes. May be of interest also to upstream
