[workflow](create a workflow to write a blog post by the issue): #18

        with this action you can write a blog post by issues,
        this means that you have not to clone the repo, install hugo
        and write markdown in the junks editors.
        all you need is to create a new issue and write the content
        there. then whenever site maintainer read the blog, he/she
        will label the issue as post or blog, when it labelel
        this action will run :)

Hopefully, after adding more features and redesigning the input structure of this system, make another pull request

For example, you can use pull request title for file name and pull request text for file text
