Refactor Sugar GTK3 Interface #16

Using the wireframes and previous experience with Gtk3 revise the Sugar interface to better match the cross-platform design and to reduce loaded components where able.

Completed, the entire UI is now cross-platform consistent and functional. Tracking the toggle button progress in a different issue, they exist and work for UI but have not had logic & functionality implemented.
