Dependency bump to fix Jekyll builds #137

One of our dependencies, octokit, updated from 4.17.0 to 4.18.0. Somehow it seems like the Gem was purged from the repositories, because our CI pipeline now fails on every new commit, because it can't find that specific version of octokit. So, this is periodic dependency bump to get things working again.
