about/footer: Add link to FOSS@RIT Runbook (closes #143) #153

This commit adds a footer link for the FOSS@RIT Runbook and also briefly explains it on the About page. This is intended to give the Runbook better site visibility and also help search engines discover it.

Closes #143.
