Deleted the apio config command and the config section of profile.json. #409

The 'config' section of profile.json was not used prior to this deletion (it only set the numeric verbose in the profile and that didn't affect anything). Also, it doesn't seem that icestudio invoked this command.

'exe-mode' is set in apio.ini and verbose mode is set with the various -v command flags. This behavior was not changed.
