Cleaning up the SConstruct files. #431

The goals of this PR

  1. Moving shared functionality from the three SConstruct files to the library file scons_util.py.
  2. Making the three SConstruct files simpler and more readable.
  3. Eliminating unnecessary differences between the three SConstruct files.
