For Some Reason all perm props on a map cleanup get removed and we have to restart our server but I dont know if its FPP or perm props because for some reason Falco's Prop Protection settings got reset back to default

Those sound like separate issues. FPP doesn't mess with perm props, and settings resetting indicates a storage issue.

I'm afraid this is a support question, which is something I do not provide.
