Add github action to update the workshop #317

FPP has a somewhat simpler setup. That's a good place to start with this.

Turns out a contributor does not have access to upload workshop addons. They only get to moderate comments or something:

Transfering ownership is also not possible.

So to then do this, I would need to find my 2FA seed, use some third party 2FA app to generate a code, put my personal account details in GitHub's secrets. That's not happening.

Until steam has some ability to transfer ownership, or allow contributors to update addons, this is not happening.

I am angry and sad that the Steam workshop is used by apparently quite a few games, but Valve doesn't actually care about streamlining the mod authoring process.
