The Functional View hierarchical structure in the current metamodel is wrong and needs to be fixed.

This issue was discussed in Maintainer's telco on 3 February 2020.

This issue is related to outcome of discussion of issue #20.

The finalization of the discussion was postponed until C-ITS architecture is completed.

This issue was discussed in Maintainer's telco on 10 March 2020. The changes will be made in the V4.46.
