User Needs Revision - Rethinking after introduction of Requirements #48

The way User Needs are formulated sounds more like requirements "System shall". If we consider each ow Level Function has a Functional Requirement built into them, we already have "requirements" in FRAME. The shall language is more suitable for requirements.

If we think of this as a hierarchy, this should go from least restrictive to more strict. (need to > shall > must)

Therefore isn't it better if we change system shall with system needs to?

the issues related to requirements were discussed in maintainers' telco on 26th of May 2021. since we will not have predefined requirements in the FRAME repository, it is also ok not to make any changes to how user needs are written.
