Swerve drive tuning, round 2

Description

The swerve drive needs to further tuned. We should hit the following in tuner constants:

• MaxSpeed, this is currently set to the theoretical free speed of SDS L2 modules, confirm this is a real number
• SteerGains, these are likely still very high.
• DriveGains
• slipCurrent (likely to be related to #46)
• speedAt12Volts
• kCoupleRatio
