Quotes/chat logs too ambiguous #57

@Kredcool mentioned a worry about using discord logs so freely when they're not school sanctioned. To address this we should:

[ ] enforce that the style on the screens are more general and do not mention connection with discord
- [ ] make publishing to the screens more opt-in

Something we could do would be to use the existing channel whitelist here: https://github.com/FRC-1721/AdminBot/blob/e5d94edd1e475aa2d5447d00e43bf1633d9ebc32/admin_bot/admin_bot/cogs/interface.py#L95-L106

combined with something like await ctx.add_reaction("📧") on the bot side, this would make it clear right away what channels are outlined for forwarding (Mainly, Announcements, Qoutes, etc) without being disturbing to general use
