Secure the POE to the radio. Prevent Radio Communication <-> RoboRio. #16

Current running issue is ethernet connection between the radio and RoboRio is screwed up.

Things to test:

Continuity between both ends. Different POE Different Radio Different Ethernet cable.

High priority, will suck in Duluth and such if it is not fixed.

Also. while not our really problem, Chief Delphi suggests using a barrel connector as well as the POE for redundancy of power supply.
