Use the bot to send custom notifications.

We could use the bot to send notifications like match results to users. They could subscribe to receive notifications for certain teams and events. We can use a The Blue Alliance Webhook for that.

I won't be able to release the code on github, but this is almost done!

• [x] User preference database that automatically update from a chat command.
• [x] A single The Blue Alliance Firehose webhook that will be distributed to users depending on what team they are following.

What sould a notification include:

Upcoming matches alerts:

• [x] Text with match number
• [x] Link to watch the event live on GameDay

Match results alerts:

• [x] Text telling the score and if their team won or lost the match.
• [x] Link to the The Blue Alliance page of that match.
