Add Photon lib to interact with Limelight #3

Add the external dependency for PhotonLib to this projects build system. Investigate PhotonLib's API and additional capabilities over the default limelight api/firmware.

installed the library and created Wrapper Singleton for it in commit 5805c3f47eb1d2497ce4ede4cd846c4e62c90938
