Minor gear shifting alterations. [WIP 1/2] #47

This PR will swap the mappings for low and high gear on in operator and arcade input.

It will also default the robot to low gear when enabled or disabled.

Low gear should allow easy turning but go slowly while high gear should allow for fast driving but poor turning.
