When the arm is set to a position, it automatically holds that position with the idle mode.
Not necessarily. Due to the weight of the of the arm / intake / wrist, we might need apply some power to the motor to hold it at height even with breaking mode.
Create a command that holds the shoulder at it's current height. This is the shoulder's default command.
