Should behave similarly to operator holding shoot button and complete once a ball is shot.

[x] Add a command in the "commands" directory in the project (use "Command (New)" in menu)
[x] Put the shooting function from the shooter subsystem in the "Execution" function
[x] Add the shooter subsystem to the contstructor, and the .h file as a pointer. (see example in Command Docs)
