Config manager/fluid initialize

Summary of Changes

• Fixes #30.
• Fluid constants initialize on robot initialization.
• Fluid constants can be initialized later too.

Testing Performed

Commented out all references to the config class and then initialized it in the teleop stage to see if it worked.

Environment: Plyboy

Tested again on plyboy after making significant changes.
