No error handling on part pages #17

If part is not found (or no authority to mark) then the user is returned to the part page with error 1. However, this error does not appear visually.

I don't know what this original issue is. An actual current issue is that there's nothing indicating that this part doesn't exist if it doesn't, just an empty jumbotron.
