Update RoboRio #25

There is a bug in V16 of Roborio, so we need to update it so it doesn't freak out when we use consoles multiple times.

New update suite was installed on my laptop and Dylan's laptop (it took a really long time if you need to update your laptop). Now the programmers' bot rio is running v17 firmware.

Test bench setup is now also running v17 firmware

Is the competition bot running v17? I didn't notice any communication dropouts today, but we also barely used the console...
