Hatch limit switches

Replaces #22

We can merge this branch if we want, but after conversations last Monday, there are no limit switches on the hatch intake arm.

We need to investigate using encoder limits.

The hatch arm will have a potentiometer and an encoder.

A decision was made to not have limit switches.

Instead we do need to have a potentiometer on the arm subsystem.
