Cargo Intake needs to be deployed when the elevator moves #55

The cargo carriage is beneath the cargo intake. The elevator cannot move up or go all the way down if the cargo carriage is not deployed.

There is a lot of coordination with the cargo intake, the elevator, and the arm motion.

Work with design about the best way to coordinate the motions.

No longer a problem, due to redesign.
