Work with Manipulator Prototyping group #10

Help make the manipulator prototype group aware of what is possible with software. Make sure they are aware of the need for sensors in the system.

While working with them, compile a list of encoder options we can use that will work at the RPMs the shooter will probably run at (assuming rotary shooter)

Moving out of this milestone as the shooter prototype groups don't seem to have their butts in gear.
