Swerve drive tuning #6

Tuning in the swerve settings to reduce the overall jankiness found while trying to drive the robot. Possible fixes include tuning the deadbands, acceleration, etc.

Currently, the drivetrain is moving pretty jittery, and there is an audible "clacking" noise
