Changed Attacks list to be in a separate file #469

makes it easier and more adaptable to changing in the future. also allows people who get intimidated by code to input new ideas more easily. could probably make a command eventually to just add to it, requiring approval of course.

hasn't been tested intrinsically, but shouldn't change anything major.

been a bit busy and can't test as im not the one currently hosting my bot... can test later if a dev really wants me to make sure it doesnt break the cog, but it shouldnt

Given the file is currently empty, I’d really prefer you to host it and check it…
