Need to build the intake rotation sub system

TODO:

[x] Finish the subsystem
- [x] Create the rotationalMotor TalonSRX
- [x] Create the rotateArm funtion (use motion magic as the control mode)
[x] Finish the Arm_Rotate command
[ ] Tune the arm
