New ccr layer #173

new ccr ready to go

new ccr layer seems to be missing code from master. Since this branch is pretty old (nearly a year), it might be best to create a fresh branch off of master and incorporate the functionality from this branch into the new branch.

For documentation's sake, I'd suggest naming the branch something like: feature/#119/new-ccr-layer and include the issue number in future commits. This way, the work is tagged in the issue and the pull request.

because this branch had so much missing code from various updates I abandoned this branch and put the needed code into ccr-relate-option branch
