Summary of work:

add an overview map button in navbar that causes it to toggle on and off

I accidentally turned on an autoformatter, so it looks like a lot more was edited than actually was. Also, I used a dojo module to accomplish tasks in this one. I ended up going another approach with vanilla javascript. See https://github.com/FREAC/LABINS/pull/176 for new PR.
