Refactor clear button to look and feel like the rest of the ui buttons #198

Currently the clear button on the labins map does not look the same as the other widget buttons. It was hand coded and styled to look as best that could be figured out at the time, but the user can see some differences.

For example, the icon is not quite centered in the square, the button is visible on page load earlier than the other buttons, and it doesn't always have the same behavior when changing around the UI.

In a past issue, I figured out how to refactor buttons to make them look and feel more like the arcjis jsapi native buttons that are put into the top left of the map.
