Ecl updates #215 #222

Some time before noon today we are going to remove the ECL layer that does NOT contain the R-Monument fields and MOVE the one at the end of the TOC to its spot so no other code changes should be necessary. The layer name will remain "Erosion Control Line"

@shodge17 wouldn't that knock it out for the production map? Currently the new layer is only in the june-features-update branch, not in master just yet. I can get it put in asap but probably not before noon today.

the ECL file you are working with is the same as the other ecl file you see in the service with the exception of additional fields being in the one you are working with. The switch has been made and all is good on the production

Your ecl-updates-#215 branch also is working correctly and showing the new fields
