Incorporate DDAS format

Need to decide on a method to incorporate DDAS format library and handle a few unresolved Q's:

DDASToys requires NSCLDAQ for ring item processing stuff: can we just use some centrally-installed unified format library?
Need to incorp DDASFormat as well: can we decouple completely from NSCLDAQ?
Do we install with unified format and ddasformat a la NSCLDAQ and SpecTcl or use some version preinstalled in /usr/opt?
Switch to (something like) cmake build to allow more flexible build behavior
