Implement Shifting to High Gear #5

Description

Our gearbox has two speeds, which are achieved through gears. We need to be able to tell the robot to shift gear & report the current gear selection

Acceptance Criteria

Have the gear value be output to the Smart Dashboard
Have a changeGear method that toggles the isInHighGear attribute from false to true & true to false
When the isInHighGear is true, shift the solenoid to true & when isInHighGear is false, shift the solenoid to false
