Change Amount of Speed Controllers in DriveBase #49

Description

DriveBase needs to be cut down to two speed controllers. The assembly team notified the software team on 2/20/18. Currently, the two speed controller DriveBase is only on Competition bot. Practice Bot will be changed later.

Reasoning

The current code uses two speed controllers per side for a total of 4.
