Describe the bug

[ ] Did you test it on the latest FRRouting/frr master branch?

To Reproduce

Set the babel hello interval to something low (for example 500ms).

Expected behavior

Hellos are send within the maximum jitter time (max 1.5 times the interval).

Actual behavior Every 2. to 4th Hello is send too late (over 1.5 times the interval).

Versions

OS Version: Alpine Linux edge
Kernel: 6.1.25_1
FRR Version: 8.5.2
