chore: migrate from create-react-app to Vite & Vitest

This is an initial PR for Kobot 2024 web app new design implementation. This PR mainly addresses outdated tooling issue since it has not been maintained for a few years. The major changes are:

• moved away from CRA(create-react-app) in favor of Vite, which has gained the popularity in web ecosystem among these years, and it's blazing fast
• moved away from husky and lint-staged, these tooling came with CRA and no longer a good fit for frontend stack nowadays, this will be replaced by enforce auto-format/lint on save, via vscode workspace settings and github actions (in follow up PR)
• upgraded TypeScript to 5.3.3 as this is required for the new tooling stack
• upgraded marked to latest version as this is required under more strict type checking
• migrated from Jest to Vitest
• upgraded prettier and eslint to latest versions, with new coding conventions
• lint/format existing auto-fixable issues
• fix react-syntax-highlighter type missing
• fix all type issues under more strict type checking
• removed PWA service worker as the benefit is minimum with current stack and it causes extra app behavior differences between local dev and production

Everything else kept the same. Plan for next step:

1) update existing github format/lint actions 2) upgrade remaining packages e.g. React, redux, react-router-dom
