This PR:

Scaffolds Playwright to be used as an end-to-end framework for the project's website.
Sets up CI for running E2E tests.
Adds a configuration for vitest to explicitly exclude E2E tests.
Documents different ways of interacting E2E tests.
Introduce some example tests.
