Include a License for all the files in the repo as a whole? Or add licenses for individual art work.

Creative Commons Free Art License GNU FDL

License does not have scope. Does public domain apply to the whole repository? Repository contains copyrighted content from various authors. Public Domain License cannot be applied. Fix it.
