Describe the bug

Functional Storage drawers stop accepting items from hoppers and other solutions for moving items around when only filled a fraction of their total capable storage

Steps to reproduce

  1. Make and place an Oak Drawer
  2. Insert a Diamond Upgrade by right clicking the side of the drawer
  3. Feed items into the drawer automatically with a Item Conduits from ender IO, or a hopper
  4. Eventually it stops accepting more items despite being only filled <10%

Trying to put the items in by hand works fine as it should.

Expected behaviour

Keep accepting items from various item piping solutions

I experienced this with a chest feeding dispensers in #5974 so now I'm thinking this is an Item Conduit problem
