1 week ago I've encountered this too. It only happens on Linux singleplayer or when connected to a Linux server. On Windows singleplayer, there's an additional robot arm recipe (for the crafting table), and the empty tag (shown as barrier block) is not empty.
EDIT: These log entries are likely not related. I tested moving the datapacks from kubejs/data into world/datapacks, and they loaded successfully without this warning, but the robot arm recipe is still broken in the same way.
These log entries, which only appear on linux, seem relevant:

Its not possible to craft a lot of Modern Industrialization items starting from steel machines
Steps to reproduce
1.Go to a crafting reciep like the assembler 2.Not being able to craft cause it needs an assembler to craft
Expected behaviour
Being able to craft blocks like the assembler
