Cooking Quests and Apotheosis Quests are not there. #6199

Describe the bug

The 1.3.0 changelog states that Apotheosis and Cooking chapters were added to the quest book. These chapters are simply not there. Fresh install of 1.3.0.

Steps to reproduce

1.) Open the quest book and witness the lack of quests.

Expected behaviour

Those quest chapters to be there

Modification was removal of JEED and MEED, as reported in #6198
