Describe the bug

All fluid stored in mekanism dynamic tanks is lost on server restart

Steps to reproduce

put fluid in Mekanism tank on a server then close the server with the stop command and restart via the start script

Expected behaviour

fluid contents are retained

Additional information

Only modifications to the pack are enabling maintenance and the clean room in the GTCE config
