[Feature Request]: Prevent /fly command from disabling flight when in spectator mode

Description

The user dies by falling out of the world when the /gamemode is spectator and /fly is entered. This will happen if the user forgets they're in spectator mode.

Describe the solution you'd like

• [ ] Add a conditional check to prevent disabling flight in the spectator gamemode.
• [ ] Send the user a client message "Cannot disable flight in spectator mode"

Describe alternatives you've considered

Maybe /fly could only affect gamemodes where the user clips into objects.
