Post warnings/errors on PR comment

The main goal of this task is to post warnings/errors on PR comment in case of compilation issues.

Please check GitHub API for details. For action basics read: Creating a JavaScript action.

Please check the similar action: Add a comment to an issue or pull request.

Tips:

• Main file to edit: index.js.
• To test, you can create some faulty .mq5 file (see tests/Dummy.mq5 for working example).
• Please install pre-commit tool, so all your commits are automatically checked for expected styling.
• To build project, run: npm run build.
• To run test, run: npm run test (currently empty).
• For linting, run: npm run lint.
• To check formatting, run: npm run format-check.

Acceptance criteria.

• [x] Post comments on Pull Request when there are reported compilation warnings/errors. However the PR it-self should come without any errors or comments (you should test these errors ideally in your fork).
• [x] All GitHub Action tests needs to pass.
